New rules on pricing, tip calculation take effect in Quebec today. Here's what you can expect

As of Wednesday, if an item's advertised price is $15 or less and doesn't match the price scanned at the cash register, consumers in Quebec can potentially get the item for free. That and other changes coming into effect today are meant to protect consumers against abusive commercial practices.
The claims are rising, even as Ottawa cuts the number of study permits it issues, with Prime Minister Mark Carney pledging to return Canadian immigration to 'sustainable levels.'
