Committee moves to explore heritage protection for Island Park Drive

The Built Heritage Committee today directed staff to undertake a Heritage Conservation District (HCD) study and prepare an HCD plan for Island Park Drive. To be designated as an HCD, at least 25 per cent of properties in an area must meet two or more of the nine criteria for designation outlined in the Ontario Heritage Act. Staff’s HCD feasibility assessment found that Island Park Drive has the potential to meet or exceed that threshold for designation. Island Park Drive is an example of an early twentieth century scenic driveway established by the Ottawa Improvement Commission. Notably, the street features a consistent visual character defined predominantly by its public realm and the front yards of private properties, including the presence of a wide grass boulevard, and the deep setback and orientation of most buildings from Island Park Drive. The majority of buildings were constructed between 1928 and 1948 and reflect a variety of architectural styles. Heritage designation for 410-412 Besserer Street The Committee recommended designating The Fleming Convalescent Home at 410-412 Besserer Street in Sandy Hill under Part IV of the Ontario Heritage Act. The property meets six of nine criteria for designation. This two-and-a-half storey stone residential building was constructed in the Queen Anne Revival style and was used as a military hospital and convalescent home during the First World War. It was jointly operated by and connected to the Sir Sandford Fleming Convalescent Home at 311 Daly Avenue. The Convalescent Home was one of six in Eastern Ontario and the only one in Ottawa. It is representative of early convalescent homes that aimed to use large, private homes for the medical care of wounded soldiers. Approval given to alter Heritage properties for additional housing The Committee also approved an application for alterations at 168 and 174 Murray Street, properties designated under Part V of the Ontario Heritage Act and located within the Lowertown West HCD. The project includes the restoration and rehabilitation of two historic properties, while also expanding the size of the buildings to accommodate 20 residential units. The application is consistent with the policies and guidelines of the recently updated Lowertown West HCD plan, and the project honours the original built form, features and location of the buildings.
