Nuclear operator found not criminally responsible for leaking plant’s vulnerabilities online

October 10, 2025

A former Ontario Power Generation employee who posted a video on YouTube exposing a vulnerability of a nuclear power plant, while offering to provide sensitive information to international terrorists, has been found not criminally responsible of violating Canada’s laws against leaking state secrets.

Ontario Superior Court Justice Jill Cameron made the determination on Thursday in Oshawa after forensic psychiatrists for both the Crown and defence agreed that James Mousaly could not be held legally culpable. Mr. Mousaly, 38, had been facing a potential life sentence after he was charged under the rarely used Security of Information Act. The law prohibits the sharing of classified information, including inside knowledge of nuclear plants.

In an agreed statement of facts entered into evidence in court, the psychiatrists found that Mr. Mousaly suffers from bipolar disorder and has “grandiose delusions.”

A massive tanker ship, the Diamond Gas Crystal, departed Kitimat this week loaded with tonnes of liquefied natural gas bound for customers in Asia. It was the 16th tanker load since production began at LNG Canada in the summer.Once Phase 1 is in full swing, the facility will be filling 170 tankers annually with a product that is classified, in the event of a marine spill, as noxious and hazardous. The ships’ route to open water winds through a series of channels for almost 300 kilometres, a rugged and remote section of the coast known for fierce winter storms.

I am writing in support of Lansdowne 2.0. I have been attending CFL games and other events at Lansdowne since 1973. I have been a CFL season-ticket holder for 50 years and can see what a positive effect professional sport has on the city of Ottawa. Last week, I attended a season-ticket holder's meeting to get more information about this upcoming project, and the facts given us contradict some of what Diane Breau has written in her letter.
