Council approves Lansdowne 2.0 redevelopment plan

Council today approved the Lansdowne 2.0 redevelopment and construction plan, that invests in a City-owned asset. It includes a new event centre, new north side stands, a new retail space and two residential towers.

The approved plan carries an estimated net investment of $130.7 million by the City, that delivers on a City-owned asset valued at $418.8 million and will deliver:

  • A new municipally-owned event centre with capacity for 6,600 for hockey games and more than 7,000 for concerts, located behind the eastern end zone of TD Place Stadium
  • A new municipally owned north side stands for TD Place Stadium with seating for 12,400, bringing the total stadium capacity to over 23,000
  • 12,700 square metres of public green space and 6,280 square metres of public plaza space, including a six-metre high, 2,850 square metre hill for sledding and concert viewing 
  • 4,550 square metres of municipally owned retail space located within the two-storey base of two residential towers and featuring a grand entrance to the new stands
  • Leadership in Energy and Environmental Design (LEED) Silver Certification for the new arena and stadium designs

The redeveloped Lansdowne has been strategically designed to attract more events, residents and visitors. This increased economic activity is projected to generate greater and more sustainable revenues. These new revenues, including the net proceeds of subterranean and property air rights sales, as well as the Municipal Accommodation Tax – are projected to cover 69 per cents f of the total $418.8 million project cost, contributing about $288.2 million.

The two residential buildings will be privately developed and include approximately 770 dwellings in towers up to 40 storeys in height. The towers would be above the two-storey retail podium and include a potential mix of condominiums, apartment rentals and hotel units. The residential portion could accommodate approximately 400 residential parking spaces, and an additional 140 City-owned parking spaces to be licensed to the residents. All new City facilities have been designed to meet standards for universal accessibility, inclusivity and equity, improving the experience for fans and visitors.

The redevelopment will be completed in three phases:

  • Phase one (November 2025 to July 2028): Construction of the new event centre and great lawn
  • Phase two (November 2028 to November 2030): Redevelopment of the north stands and surrounding infrastructure
  • Phase three (starting in 2031): Construction of the retail podium and towers, with the grand entrance and event centre parking expected to be completed by the end of 2033. The residential towers are expected to be substantially completed by the end of 2034.

Independent research and analysis indicate that Lansdowne 2.0 will benefit Ottawa and the local economy through:

  • A $590 million increase in Gross Domestic Product over 10 years from construction and ongoing operations
  • The creation of 4,900 new jobs during construction and ongoing operations 
  • A 22-per-cent increase in ticketed attendance at TD Place
  • An estimated increase of $4.5 million in municipal property tax revenues from the new residential, hotel and retail developments

Council approves Lansdowne follow-up Auditor General report

Council also approved a follow-up report focused mainly on a 2024 recommendation for the City to update future assumptions and financial projections of Lansdowne 2.0. The report includes three new recommendations to better manage newly identified risks:

  • Strengthen oversight of construction costs and contingency planning
  • Clarify the project’s affordable housing contribution with Council
  • Ensure financial projections are reviewed and reported to Council each year

City staff confirmed its support for all three recommendations and will work to ensure compliance.
